and then the creative types on the campaign can work with that but they're also clearly artificial environments and so you can imagine the fine you get twelve people sit around the table eating sandwiches and you show them an ad and then you go around and say what do you think that that's not how we watch ads nobody prompts you immediately afterwards to have an opinion on an ad and so they're really limited to something we have here and we still know very little about how voters change their minds or how campaigns can influence them and persuade them what we do know a lot about is how you can be a lots more about individually targeting voters and how you can meaningfully engage them to change their behavior to sign to register deciding to vote and so that's where so much of the innovation is taking place so it's aware that innovation is taking place is it more about mobilizing the base to vote or is it more about targeting that three to five percent of people that are really truly undecided or persuadable i mean most campaigns are doing both but there's so much more emphasis now on mobilization

you got to sit down with democrats and republican, you got to create a bipartisan environment which mitt romney has a record of doing in massachusetts, 80% of the legislature was democrat, he managed to get a lot done, balanced the budget four times in massachusetts. how do we know he can do this? he balanced the budget four times in four years straight in massachusetts without raising taxes. he knows how to do this. he knows how to bring people together, work across party lines. part of the reason i think he was so well received during last week's debate is people saw a very accessible, optimistic, energetic guy who has this record of working with people from across the political spectrum and i think he'll do that when he gets into congress, implementing and negotiating based upon these principles that he's laid out. >> two big debates coming up in the next week. one is the vice president debate. everyone expects joe biden to come out like raging bull and try and redress the balance of a rather dopey president obama the other night. if he does that, and the polls start to swing back on
